My name is Jennifer Torres-O’Callaghan and I am your Vice Mayor and seeing on my third term on Lathrop City Council. During my tenure, I founded a food pantry at Lathrop High School which provides students in our community with shelf stable foods for the weekends when free breakfast and lunch are not provided by the schools - making sure our students don't go hungry. Annually, I partner with the Central Valley Mayors and Elected Officials Coalition to provide backpacks with school supplies to Lathrop students - making sure all students have what they need to succeed in school. I also helped to establish a mentorship program between the City, and both Lathrop High and River Islands High Schools. Department heads from the city take turns speaking directly to leadership classes about working as an engineer, IT, Public Works Director, Parks and Recreation Manager, City Planner, Police and Fire Chief, City Clerk, Economic Development, etc and then provide the classes with hands on tours as well.
I love living in Lathrop. I love raising my family in Lathrop. And I love serving my community in Lathrop. I am proud to be your current Vice Mayor.

PUBLIC SAFETY
During my tenure, I have tirelessly advocated for our public safety. I worked to create our own City of Lathrop Police Department. I have petitioned for and added many crosswalks in our City. I have asked for and added crosswalk lights near our schools. I advocated for and succeeded in lowering speed limits on student walking routes. Additionally, I succeeded in my referral to install safety cameras in our Lathrop community parks. I also worked with the city attorney to create an ordinance prohibiting digital device use in our city’s crosswalks with a focus on educating our students on safe walking. I am proud to have created and passed a home downpayment assistance program for our Lathrop firefighters and police officers as as incentive to keep the first responders we trained in our community. The downpayment is fully forgiven after ten years of service in Lathrop.
